Palm hardyness is different from a climate to an other, in my climate which is close to southwestern Germany, I have been growing Sabal bermudana from 10 years and the palm is not damaged at all once established with lows of -10°C.On the other hand, some minors can show damages at those temperatures.I think the palm in question is a bermudana, a species that is being related as a very palm here in Europe for more than a century and I am always surprised by the reports from east USA that rate the palm hardyness lower.
